Making A Call From My Motorola D210 Series Digital Cordless Phone

Why am I not able to call one particular phone number using my phone? I can call any other number with this phone and I can call the particular number with any other phone but just not from my motorola d21 cordless phone. Why am I only getting a busy tone when i call this one particular number using my motorola d210 digital cordless phone?
