Heating Problem

My car is taking forever to heat up. It takes about 45 minutes for the heater to throw out heat. If I push the gas the heater will through out heat but when I let up it gets cold again, If I drive it a while it will finally warm up after the temperature shoots up to hot . I then let off the gas and ithe temperature drops down to normal and then the heat finally stays hot. What do you think is the problem? I replaced the thermostat and housing.
