Payment for minutes is not ordinarily required for domestic calls. the only exception is as stipulated in magicJack's Terms of Service:

We may require prepaid purchase and/or we may charge you for calls to conference lines, platforms and certain high cost calls, or any call wherein we incur a cost from another carrier.

If magicJack told you the calls in question would be enabled by your minutes payment but they were not, you need to resolve with magicJack, by phoning 561-594-9925.

Otherwise, your magicJack may not work properly, or at all [partial list]:

if your magicJack is not running,
if it's not properly secured,
if the phone cord is not secured or is broken,
if you're not connected to the Internet at a sufficiently high speed,
if without a powered USB hub several phones are used to generate power from a USB port,
or if your magicJack device is defective.

You may wish to try these instructions. You can also reset the device, as explained here. Or consider "Running MagicJack as System" as outlined here.

If however the device is defective, you need to return it. If you bought it from magicJack, follow the instructions at http://my.magicjack.com/returns.html. If it's too late to return the device, you can seek a resolution with your credit card company or with the Florida Dept. of Agriculture and Consumer Services, at 850-488-2221 or 2005 Apalachee Pkwy., Tallahassee, FL 32399.
