I Added Money To My Account, Why Wont It Let Me Call Out?

Hi I added money to my account, it said that I could not make outbound calls, I am frustrated with this product since it will not take anything I try to do with it, except take the money I put into it, it shows the balance with the appropriate amount, but will not let me make calls.
