How Do I Turn My Phone Into A Mobile Hotspot Lg Optomus Q

Your phone service doesn't allow for hotspots. If you want to try to creat one, you will need to root your phone. There are many places online such as youtube where they will walk you through the steps of rooting and creating a hotspot on your phone, however I suggest starting with forums and talking with people who have knowledge about how to do so safely without damaging your phone. I wouldn't recommend rooting your phone without first learning all you can about doing so, as it can be a daunting task. You may also want to see what your phone carriers' policies are concerning hotspots and data, because you may end up having your service throttled if you use a workaround to create a hotspot and use a large amount of data, even if you are on an unlimited plan.
