Once I Have Downloaded A Book Do I Need Wi Fi To Read It

You do not need WiFi to read any book already on your kindle.  Once it is downloaded, it's stored on the Kindle.  The only exception is if you have archived the book into your amazon.com Kindle account by removing it from your device.
