To download free books on kindle, you shop for them on the Amazon store as regular books, except, sort by Price (low to High) and only select those listed as $0.00.  Keep in mind that mosst free book are quite old (i.e., out of copywrite) or are not mainstream, popular books.

Normally, books are not downloaded for free. You can read or download free books from docstoc.com but I don't actually guarantee that they are all free to download. Try to check it yourself. Goodluck.
