Can you read a book on Kindle Fire HD without WIFI?

Yes, it is absolutely possible. In fact your book may already be on the Fire. When you go to the book shelf tap the 'device' button. If the books are not there then the next time you have a wifi connection tap the 'sync' button in the control bar, this should load your books from the cloud to the device.
