Closed-captioning!
Lost all power during storm. When restored closed-captioning was on and I cannot turn it off!

You can find directions on how to use closed captioning, as well as how to turn it on/off, on page 37 of the User Manual - found under the Support/Downloads tab.
If it's still not turning off, I would recommend either voicing your situation on the Insignia Community Forums, or call Insignia’s Support team at 1-877-467-4289 between 7am-12am CST for further assistance. Alternatively, you can seek service repair-if needed.
