Ground Transformer Clearance

Can someone please tell me what is the total clearance for a ground transformer that is in a customer yard? Just had a new privacy fence installed and the ground transformer is at the right rear corner of my back yard. Troubleman came out this evening and said I had to take that part of the fence down before he returns tomorrow. Can someone answer my question please

The sides of the transformer must be clear of all objects (including landscaping) for 3ft, and the transformer should be located 10ft horizontally from doors, windows or fire hydrants. The front (door side) of the transformer shall have a clearance of 10ft so that line crews can safely perform maintenance or repairs on the equipment.
