The plastic expansion tank has a chamber with a pea-sized plastic float inside. Whenever the expansion tank is empty, the float drops and plugs an opening at the bottom of the chamber, which keeps air coming from the expansion tank vent from entering the system and causing the sputtering.
Over time, the float and expansion tank interior get deposits on them. Eventually the float sticks to a surface inside the tank instead of dropping and plugging the opening.
Put some relatively weak solution (I used vinegar) in the expansion tank. Let it slosh around or soak overnight until the float moves freely again and the deposits are dissolved. You can shine a flashlight through the plastic of the expansion tank and see the float and any deposits.
