Is There Adjustment That Needs To Be Made On The Governor? My 7021p Runs Quite

My 7021p runs rough. When I get it started I have to keep the choke partially closed and it runs at high rpm. Is there something wrong with the governor that needs adjusting or do I have a carb issue? Thanks.
