My Hoover Max Extract Carpet Cleaner Is Not Extracting Enough Water.

I full tank of water and detergent, 3/4 cup dirty water extracted. Have I assembled it wrong?

The recommendation is:  hold release on cleaner as you go forward then backwards once (this releases the cleaning solution and water).  Then let go of release and continue going back and forth over the carpet until you can visibly see that water is no longer being extracted.  This usually takes at least 4 times back and forward.   My carpets dried quickly when I used this method.
