The On/off Button (power) Flashes And My Lcd Screen Is Showing Nothing.

Based on your description, the device does not have enough power from the power source. The power cable may be failed to function properly or loosely connected to the power outlet. Please check the power cable and restart your HP Officejet 7400. You can also read the user's manual here for more information.
