How Does One Restore Windows 7 On An Hp Mini 110-1100?

My daughter has an hp mini 110-1100 running windows 7 home premium with ms office student.   yep.  it's real loaded up for what it is, but good enough for a middle school student.   she was having some sluggish problems so ran a full scan in norton virus scan.  now, upon restart, the screen goes blank black after the hp splash page with a blinking cursor bar in the upper left corner.   but that's not doing anything - no mouse or keyboard control.   entered bios via F10.  ran system and drive diagnostics.  no errors.  boot priority is set up right.  reset factory defaults.  no change.  enabled hp instant web and system starts the splashtop system and i can access internet and music, photos, seems like full function.  when selecting windows start-up from splashtop screen goes black with cursor.   i did a full power reset (battery out/ac adapter out  . . . etc.) no change.  have tried hitting f8, f12, f11 and windows key on hp splash page - nothing.  works real good in splashtop.   would like to get windows up and get some firewall and virus protection going.  can't access existing files, including music and picture and school document.   that's where I am.
