If you are trying to do an install, the system is still booting from the hard drive, hence the error message from your older installation. Change the boot priority list in BIOS to make the system boot from the dvd/installation media.

If you are trying to fix this error, you still need to boot into your installation media, and then you can select start-up repair to sort this out

If that doesn't work, here's another step you can try:
