The fan and blower settings are designed to come on to cool the unit down. Now it should come on when you're using the unit and shortly after completely a cycle or action in the unit. If it came on when the unit has not been touched in a while, you have a faulty connection somewhere in the unit and require professional assistance. Will this harm the unit? No, but it will get a little freaky and annoying if it continues to happen when you're no where near the unit.
