Model Eimed60jiw. Shows Code E64

I keep getting code E64. I shut down breaker, unplugged unit for 10 minutes, made sure vent was clear, then started it but still code.So i proceeded to replace the heater element. No change,Replaced thermistor and temperature limit sensor. still E64. Unit heats perfectly, runs 6-7 minutes then shuts downShould I replace the breaker before spending the $$ on the control board?
