Remote Won't Work My Receiver??

I bought 2 remotes on ebay for my bell receiver ther other day and 1 of them won't work. 1 of the remotes is a 3.0 and the other is the 4.o, the 4.0 won't work. Does it have to be programmed to work the receiver? if so how do I do it?

The receiver is only going to work with one specific model (which in this case is the 3.0 it seems).
