When There Rca Tv Is On And Receiver Button Indicates It Is On (green Dot Light)

Green light is on of receiver (model vip211) but won't turn off by manual button in front panel. The tv shows a black screen, says 'unusable signal' and 'mute.'I have tried to hit the clear tv button followed by the input button but then it goes to '04' in the corner with the screen going snowy black and white. I did check the input wires to the tv (white, yellow, and red) but no luck. They were connected. I think the receiver is bad. Can my DISH technician bring me a new one? Can't find out about my policy without the password so am stuck.
