Set Up With Windows 8.1 Hp

I recently purchased a used Dell Axim X51v PDA. The set-up disc is not compatible with my PC. Additionally, I want to erase modem entries and other data from the prior owner. I will be using an ActionTec Modem Verizon. I need all of the help possible.
