Is the power cord FULLY plugged in? Try a different power cord.
If the warranty is still valid don't do the following, it will void your warranty. Also do not perform these steps unless you are comfortable doing so, you can damage the PC or yourself.
Open the chassis. Look for lit indicator lights on the main board. Both when the power cord is in but the system "should" be off and when it "should" be on.
I'm not 100% sure that there ARE any indicator light on this mainboard so it may be normal for nothing to be lit. Most Dell systems have "some".
Check the main power supply plug to be sure it's fully seated.
Disconnect power from the hard disk and CD drive. Try the power again. Does the mainboard try to power up? If so you have a bad disk drive.
Reconnect the disk drive an UNPLUG the mainboard power. To power the system on you'll need to bypass the main board. This link has info on this: http://freespace.virgin.net/matt.waite/resource/psu/atxpsu.htm. Short pins 14 and 15 with a bent paper clip to power it on. Does the disk drive spin up? If so the mainboard, CPU, or RAM is bad.
Bay all means if you feel uncomfortable doing any of these steps return the system to a service shop for full diagnosis.
