Diagnostic Light 3

I am using a dell optiplex 980 with intel core i5-760 proccessor and 8 gigs of ram with 500 GB of Hard Drive. My PC got too much dusty inside There was a thick layer of dust on the motherborad near CPU Cooling Fan. So I Dissassembled the CPU Fan and cleaned out all the dust Thoroughly. After that I reassembled Fan and its wires. When I put the Power cord in power supply and pressed the power on button, There was only light 3 blinking near the power on button and no thing was happening. Please can anyone help me How to Diagnose it.

Did you replace the heatsink paste between the fan assembly and the CPU? If the device spots a temperature overload it will shut down the system. Is the fan connected firmly and spinning?

It possible you may have left a power cable off. Or the power supply has failed. Check the outputs with a multimeter if you have one.
