Optiplex 390 Won't Finish Boot, Can Only Boot Into Safe Mode

Did this start after installing new drivers or after Windows installed updates? If you can boot into safe mode Windows is still working. Odds are this is a driver issue. Do a system restore back to a date when it was working. If you cannot then you may need to reinstall Windows to fix the issue.
