The Dishwasher Will Fill With Water But Won't Move To The Wash Cycle.

I can here the cycle drain the water and fill the dishwasher with the water it needs but then in stales there.  The pre-rince cycle still blinks and both warning lights are on.  What is wrong and how do I fix it?
