D-Link DHP-306AV Support Question

Powerline Led Is Off
The first adapter is configured in the ground floor. If I connect the second adapter on the same floor or first floor, the powerline led is on. Whereas, if I connect the second adapter on the pc I have on the attic, which is above first floor, the powerline led is off. Why?
