User flags, even when not justified, can result in holds.

Craigslist states:

Postings may be removed or omitted from index pages and search results by automated systems, craigslist staff, or community moderation, for reasons including failure to comply with terms of use, posting guidelines, and/or community norms.

The bad news is that there's probably nothing you can do. There's no way of finding the basis for a flag.
