Why Will My New Remotes Not Turn My 2 Tv's On And Off?

The remotes for the new device boxes that have just been activated will not turn my 2 TVs on or off.  They will change the channel and the volume.  I have had a technician here today and he says there's nothing he can do until comcast improves the remotes.  When will that be?  This is ridiculous to have to use 2 remotes, one to turn off and on and one to change the channels and volume.  Will Comcast decrease my charge for service since this new equipment is faulty?
