Turn Signal Won't Work

The turn siganl won't work, except in the morning when the temperature is below 40. Once the interior heats up it won't work. The hazard lights work. I changed out the turn signal/wiper/light swith on the steering column and that didn't fix the problem. The temp component makes me think there is a leaky capacitor somewhere. Is there a relay or a board in the circuit somewhere? I can't find a wiring diagram anywhere.
