Fuel injector O rings should only be replaced if they are leaking. Usually they will last the life of vehicle, so the brief answer is never. The most certain way for them fail is to disturb the injectors.

For the top O ring this will be evident by pooling and staining of fuel on the manifold and injector body or fuel rail.

The lower O ring depends on if the injector is top or side feed.

A top feed injector, the whole injector body is visible as it is spigoted into the fuel rail at the top and manifold at the bottom. The lower O ring seals the manifold. If this is leaking it will be leaking air into the manifold. This can be detected by spraying a fuel such as "easy start" on the area. If it is leaking the engine speed will increase. The injectors should not be moved as this can make the O rings leak.

A side feed injector is immersed in fuel and is fitted in the fuel rail. If the lower O ring is leaking there will be excess fuel in the manifold. A snake cam can be used to observe the drip in the intake manifold. As side feed injectors are held in place by screws accidental disturbance is impossible.

If you cleaned your fuel injectors on your 2008 Cadillac CTS and didn't replace the O-rings, then a fire could occur when you start the car. This is because the O-rings help to seal the fuel injectors and prevent fuel from leaking out. If the O-rings are not replaced, then fuel could leak out and ignite, causing a fire.

Here are some steps you can take to prevent a fire from occurring when you start your car after cleaning the fuel injectors:

Make sure that the O-rings are replaced.

Inspect the fuel injectors for any damage.

Check the fuel lines for any leaks.

Start the car in a well-ventilated area.

If you notice any signs of a fire, such as smoke or flames, then you should immediately turn off the car and evacuate the area.

Here are some additional tips for cleaning fuel injectors:

Use a fuel injector cleaner that is specifically designed for your car's make and model.

Follow the instructions on the fuel injector cleaner carefully.

Be sure to wear gloves and eye protection when cleaning the fuel injectors.

Dispose of the old O-rings properly.

If you are not comfortable cleaning the fuel injectors yourself, then you should take the car to a qualified mechanic.

I hope this helps! Let me know if you have any other questions.
