Error: Ext Tel In Use No Dial Tone

I have no dial tone and the error message "ext tel in use". How to resolve the issue. All my connections are correct and I have a working phone from the MFC. I have my own phone line, but dial 9 to get out of the building. Is this the issue? Please help. I just need to fax out and not recieve.
