Belt Adjustment On Brother Lx 3125

I contacted my sewing machine repair man and explained what my problems are with my machine and he said the belt needed adjusted. It was getting a "rubber smell", heating up on the side of the machine over the vent/belt.  I have taken off the cover, oiled/cleaned everything, and am wondering if I am in the right direction as far as where to adjust. On the motor, I'm seeing the "wheel" that the belt goes around-is the black center what I need to have adjusted?
