Acer Aspire M1100 Video
I have an Acer Aspire M1100 and the video no longer works. It boots up but with no video. The bios wil not come up just a blank screen. The monitor and all connections have been checked OK. The question is...Do I need a new motherboard or can I just install a new video card, either PCIE or PCI. There are ports for both on the motherboard.

Difficult question.
The short answer is yes you can add a new video card. Go with PCIe. Regular PCI will be too slow. All the new cards are PCIe.
Problem is that if there is another issue you just wasted money on a video card.
I would borrow a card and see if that fixes the issue before buying one if you can. Otherwise you'll be doing black-box swap outs hoping to hit the issue.
