It would help dramatically if you had left the PC model and the Operating System version.

Lets assume that you are using Windows 7.

The spooler service should be running and should be started automatically after any reboot.

Click Start->Run (if RUN is available, otherwise it's under Accessories).  Enter CMD.  Or while in the Accessories folder click the Command Prompt icon.

Either way you'll get a DOS command window.  In it enter "net start spooler" and hit enter.  You normally would get a message such as "The requested service has already been started.".  With any luck the service will start up.

Alternately right click on "Computer" (or My Computer on XP).  Select "Manage".  Expand the "Services and Applications" section.  Click on "Services".  Locate the "Print Spooler" service.  Right click it and select "Start".  Hopefully the service will start.

If it does not start...

Go back to the DOS command prompt.  Enter "SFC /scannow".  This wills can the system files looking for missing files or broken ones.  The scan can take a long time.  Hopefully it will identify the issue.  You may be asked to insert the Windows install CD so have it ready.

Check the logs...

While in the Computer Management screen go to the Event Viewer.  Expand the sections until you can see "Windows Logs".  Select the System log.  In the right pane click "Find".  Enter "spooler" without the quotes.  You now have all the event logs for the spooler service listed.  Start reading through and looking for anything that might give a clue why it won't start.

Hopefully you should now be able to add that printer.
