I did a restore a week or so ago and when doing that I was informed that all files would be backed up on my hard drive.  How can I retrieve files or folders from that back up?

When you say you did a restore, do you mean a System Restore?  To return to a restore point that you created, in Windows Vista or 7 type "system restore" in the search bar and then choose to return to a previous restore point.  In Windows XP, you can get there by clicking Start > All Programs > Accessories > System Tools > System Restore.
