How Do I Receive A Revised Shipping Cost Offered By The Seller?

Seller has offered to reduce shipping cost but I have not received a new invoice. I have emailed him several times with no response. His last email to me said, buy it but don't pay for it and I will send you a new invoice. How do I do that? Should I wait for a response before doing anything? Where will the new invoice show up?
