Login to http://ebay.com and click on my eBay. Locate the item you bought and click on it. Over to the right you will see a dropdown menu (either More Options or Other Options). Click on that and you will see an option to Contact Seller. Do that. If you don't get a response, you can file a dispute, but you have to contact the seller first.

The seller may have tracking info that s/he could provide you.

Also keep in mind that there is a specific window of time for you to get your refund.

Check PayPal/Ebay's policy, but it may be up to 30 or 45 days from the date of purchase. (I'm not sure-- check both PayPal & Ebay policies).
