Deadbeat Ebay Seller !

I won a listing, I paid in the first ten minutes after listing was over. Several days later he cancels the purchased item. I got re-funded through PayPal. Can that seller do that without being punished by eBay? I followed all his rules and regulation. I think he doesn't want to send the item because I got a better deal on the listing.

There are some circumstances when a seller can cancel an item, as long as he/she refunds your bid.
