I Can't Get Friends On Cafe World

I added a bunch of friends who play cafe world and I receive posts from them and can help them but they don't show up as my neighbours and their names don't even show up on the 'list of friends' to add them as my neighbour.  I can't expand my cafe until I have neighbours and I can't add any!!
