Farmville 2 : Community Zfriends As Neighbors?

I have made new zFriends but I can't add them as neighbor at www.zynga.com why not? Please help me :(

On the bottom of your screen there is your friends list. Then there is a button with "Add Friend" click on that then choose friends you want to ask.
