What is the use of this new quality controlling feature of YouTube? It's so frustrating to change it everytime and there is so much layers to actually get the quality amount that I need.

You don't have to "change it everytime." To avoid that, just pick now one of the first 3 options explained at https://indianexpress.com/article/technology/tech-news-technology/youtube-new-video-quality-settings-explained-7287426/.
