Windows Internet Explorer Provided Is Not Responding.

I will be on a web site and all at once my computer will stop working and I get Windows Internet Explorer is not responding.This happens at least 4 times a day and I have to shut my computer all the way dowm and reboot to get it to work again I have tried to update to I.E. 9,but that is even worse.I am all out of ideas on how to fix it.I don't know if this would come under trouble shooting or under Technical Support.I'm putting it under trouble shooting.
