Here's how it works

Your questions will be locked for 24 hours if you have accessed your account recently and an attempt to receive a password using the secret questions is performed.
Once the 24 hours is up, you can again request to use your security questions to reset your password using the Yahoo Password Helper.

If you didn't make an attempt to reset the password using your security questions, we recommend immediately changing your security questions and password.
