I Have Tried To Down Load Yahoo Toolbar But It Will Not Down Load And We Have
followed the instructions to the letter and still no down load why.

Try looking in your add/remove programs to see if it is located in there. If it is, uninstall it.
Re-install from toolbar.yahoo.com
If you are still having problems, then I would suggest contacting Y! Customer Care.
