How To Recover A Deleted Account. It Was Deactivated Due To 'inactivity'

My mom had an account with Rogers. She die, so we cancelled her Rogers service. This emant that we had to switch her email over to yahoo. This was about 3 months ago, and I needed to get some info from her email account and it was deleted due to inactivity. Any way to recover?

Recovery isn't possible if:

The account was deactivated due to a violation of the Terms.
The account was deleted due to inactivity (you must sign in at least once every 12 months).
