I can't get into my accounts. Has your security certificate expired? I don't know if I should proceed,

If an error message does not say so (for any website), there's no certificate issue. Your inability to enter your Yahoo account is not due to a certificate issue but almost certainly to a huge issue that Yahoo has been dealing with. See http://techcrunch.com/2014/02/04/yahoo-goes-down/.

How do I know there is a certificate error?
