This is a community Q&A forum, non-affiliated with Yahoo. And, you would not incur any charges for asking questions here. Also, I do not believe Yahoo charges a fee to anyone who contacts them for assistance.

However, there are other websites that offer to answer your question for a fee. Which, is what may have occurred. If not, then it is possible whoever wants to charge you may be a scammer trying to get money from you (ie: you receive a suspicious email from someone claiming to be a Yahoo representative informing your Yahoo account has been tampered with and advising you to pay a certain amount of money so they may recover your Yahoo account for you)
