Why Can't I Access My Mail Box Just Because I Moved Out Of The Us

The Military has stationed me in Germany and Yahoo is making this beautiful place a hell. I can no longer sign into my mail box just because I moved, and yahoo says they need to send me a code on my phone knowing fully well that US cell numbers will not have services overseas. To add salt to injury you don't allow the option to edit my cell phone number. i need to get into my mail box but can't receive a code through cell phone because i now have a different number. How?
