Can The Top Freezer Drawer Be Removed For Cleaning?

Hello, I have some ice build-up and soil in the top freezer bin. Can the top bin be removed for cleaning? If not, can I turn off the freezer comparment ONLY to allow the ice build-up to melt? Thanks in advance for any assistance, Patsy Story
