My Microwave Oven Wmh1163xvq-1 Turns On And Rotates,but No Heat.

When I try to heat a cup of coffee I use 70 sec on high. Hit start and it turns on and table turns, but when it's cycle is over it is barely warm. If I do the same thing but using 80% , you can hear it cycle on and off. but no better.

The magnetron in your microwave is broken.  This is the part that emits high-frequency energy to heat the food (see diagram).  The fan and rotating plate work because those are separate components.  Fixing the magnetron is more expensive than just purchasing a new microwave appliance.
